Janasamskriti organized a seminar on ‘Honour Crimes and Killings’ on 19/12/2010, at Plenary hall, Indian Law Institute, New Delhi.Institutional framework, like khap panchayats/caste panchayats, or caste or religious organisations, is of course necessary to sustain and strengthen the identities, espousing certain medieval dicta. Therefore, reactionary forces, and the vested interests who take advantage of such a social orthodoxy, try to strengthen this institutional framework. Those who defy these medieval dicta in the marital relations, like indulging in endogamy in the case of gotra, or hypergamy, in the case of caste, involving a man of lower caste, especially a dalit, and a woman of higher caste, or in the case of religion, involving a woman of the dominant religion, were treated barbarically, killing them sometimes brutally, and, thus, intimidating others not to emulate these ‘dishonourable acts’.
Smt.Jagmati Sangwan, social activist Inaugurated the Seminar. She spoke on various aspects of honour crime, explaining her experiences of intervention in this barbaric act and also in the functioning of khap panchayats.
Smt.Kirti Singh, Supreme Court Advocate, who has drafted a bill with an object of curbing honour crimes, explicate the legislative imperative, and the legal framework that required, to deal effectively with these crimes. Smt. Rajalakshmi, who is a journalist, also spoke about the social aspect of these crimes.
